In a way, this would give Balsam more freedom to do as he wants, as he no longer has anything left to lose.

Balsam, finally rules himself. Balsam may now be free, but the rest of India is still not. That is the effectiveness of the quote. It perfectly illustrates Indian’s lack of freedom throughout history. It has always been ruled by someone, something, or some religion. When the British left, some optimistic people felt that India would finally be able to rule itself, but that hope was quickly crushed by the androids, and corrupt government officials.
